Yes I did go to settings and I couldn't find audio-ducking but as you
tell me it's in accessibility.
A good tip is the search tool for sure.

go to the settings app and in the top left, is a search field. In this
case I typed:
Audio Ducking
And the result was, Accessibility → VoiceOver → Audio
Then, go to VoiceOver settings, Rotor, Rotor Items and select the ones

There are now two parts to audio ducking.
1. Audio ducking on always, or while VO is speaking, or off.
2. The percentage of the Ducking Amount. 1% would be virtually no
ducking of the media, 99% would be almost total ducking of the media
sounds, music, book, etc.
Those are items in the rotor that you can select so you can adjust
them as needed.
