Thank you. Mine was set the same as yours and someone on another list with the same phone as mine made the same amount of change you did and got some improved results. So, I did the same and incremented from .25 to .3 and, so far, things are better. I'll play with it more if need be.

Go to Settings, Accessibility, VoiceOver, and double tap time-out witch will be

It’s also possible that since they got rid of the hay in hey Siri, if your 
friend has that enabled, Siri could be listening and hear anything and quit, 
because it thinks you’re doing something. Try disabling hands-free Siri and 
just use the side button and see if that helps. I never have used hey Siri 
except on my HomePod. I have no problem pressing the side button.

I find nothing in Siri settings to disable this.
