allow ={yes,no}, save in KYN_DROP_OPPO_NULL

pluto: cleanup --expire-shunt-interval
- save argument in KSF_EXPIRE_SHUNT_INTERVAL
- replace global bare_shunt_interval with param to init_kernel()
- move/rename SHUNT_SCAN_INTERVAL* to pluto_constants.h as
DEFAULT_EXPIRE_SHUNT_INTERVAL_SECONDS
- use check_config_deltatime() to get the configured value
close #2274 merge case OPT_EXPIRE_SHUNT_INTERVAL with
KSF_EXPIRE_SHUNT_INTERVAL

allow --uniqueids={yes,no}, set KYN_UNIQUEIDS
rename uniqueIDs to pluto_uniqueIDs
set default to YES in config_setup.c
