Merge libipsecconf: move logging defaults into config_setup.[hc]

libipsecconf: add KYN_LOGSTDERR, in pluto use config_setup
Move log_param to log.c.
In init_log() extract and save the relevant parameters.
In main() use update_setup_*() to keep options in sync.
In keywords.h add KYN_LOGSTDERR so --stderrlog can be stored in options.
(should there be 'config setup stderrlog=?')
