pluto: cleanup --global-redirect*
- change KSF_GLOBAL_REDIRECT to KBF_GLOBAL_REDIRECT kt_sparse_name
and parse using global_redirect_names. Save --global-redirect
- save --global-redirect-to options in KSF_GLOBAL_REDIRECT_TO
- move whack_global_redirect() to ikev2_redirect.c
- add init_global_redirect() and call from pluto main, and add checks
similar to whack_global_redirect()
- add show_global_redirect() to ikev2_redirect.c
call from plutomain's show
- make global_redirect static to ikev2_redirect.c
ditto set_global_redirect_dests()
ditto global_redirect_to()
close #2282 merge OPT_GLOBAL_REDIRECT... and KSF_GLOBAL_REDIRECT...
