pluto: store --seccomp* options in config_setup.[hc]
Replace pluto_seccomp_mode global with seccomp_mode()
local to pluto_seccomp.c.
Add --seccomp=... option, mark --seccomp-{enabled,tolerant} as
replaced by same.

seccomp: move enum seccomp_mode to seccomp_mode.h
Make kw_seccomp_names public as struct sparse_names eccomp_mode_names.
Drop SECCOMP_undefined (first real value still starts at 1).
