Merge libipsecconf: eliminate kt_pubkey
rsasigkey= ecdsakey= and pubkey= are merged into whack .pubkey
+ .pubkey_alg; hence it's all or nothing
close #2252 elminate kt_pubkey, instead pass a string
close #2253 convert "rsasigkey", kv_conn | kv_leftright, kt_pubkey into
kt_string
close #2254 convert "ecdsakey", kv_conn | kv_leftright, kt_pubkey into
