in pluto, keep config_setup up-to-date and then use its value
(--seedbits rejects 0, should it instead allow it so that
seedbits can be disabled)

nee KSF_STATBINARY
In pluto, move validation code to init_binlog() and call
after options are processed. Validation was only
being performed on --config path.
