Indeed.  Immediate use these last 2 weeks was adjusting output levels of
4 layers simultaneously in a week-long installation/performance of 38
different 10-minute Ambisonics+binaural+stereo pieces.  The different
pieces needed different adjustments while performing, while maintaining
the relative levels of the various layers.

My complaint about missing inserts in fx-chains in Reaper was a general
one, not relating to Ambdec or any other decoder-output, or about the
plugin-version of ambdec for that matter.

Yes, as noted in OP, only inconvenient.  Ardours flexible
Jack-integrated i/o patching/routing is missing in Reaper.
Multi-channel inserts would lessen some of the pain.
