So how does an ISP control spam usage on their network?

You are a consumer... you must abide by your providers rules (even if
it is AOL)

With all due respect, spammers, junk emailers, hammer servers thousands
of times per second. ( at least we see this) Manually validating is not an 
option for us (at least) so we need a server based solution, as that is 
usually faster than any of us ;)

And there is a difference between open relay, and allowable IP's or 
user id based access (requires id & pwd).
