Nope, you need to choose the RIGHT blackhole lists.  SPEWS is notoriously
bad for not unlisting IP addresses which is why I don't use them.

Most blackhole lists I use I am sure provide automated tools for retesting
and unlisting IP addresses, and/or expire entries after a set time period.
