I think a "subscribers only" list, which allows only subscribers to post messages is a good idea.

Maybe they'd even have to answer "yes" to a two line sentence describing the purpose of the list.
This is basically what you have to do to get on the qmail lists. It seems to work well for them.
Of course, filtering SA submittals is problematic, but since folks aren't supposed to post literal copies of spam on this list anyway, bouncing those to the moderator/owner for a quick perusal wouldn't be so bad anyway (assuming the moderator was willing).
Just a thought, but something like this would probably require several moderators. I am on lists where moderators have to approve certain posts, and they only have one. That means that sometimes posts don't make the list for days.
In the case of something like SA, where someone could potentially be in a server down situation, I don't think that would be a good thing.
