Absolutely. My own opinion is that if, as seems to be the case with this Japanese gentleman, his ISP or own organization has implemented SA, then that organization has taken over responsibility and is acting as a legal proxy for spamassassin.org. Many commercial instances set a basic knowledge standard for use of their products. SA is *not* easy to use correctly and demands basic knowledge of the product itself and auxiliaries such as Perl. Costs time, trouble and commitment. Maybe a list of stuff that sysadmins should gen up on would be useful. Most other (Open Source as well as commercial) software I use has spec documents and FAQs and people who ask questions are generally referred to these before any questions are answered with good grace.
