Hi, James...long time no see (since my time on the inet-access list).

There's no catch-22, and I'll tell you why...and you said it yourself.  
You need to have SA installed and running before you can install 
qmail-scanner...but there's nothing that says you have to have 
qmail-scanner installed and running before you can *install* SA...only 
that you need to use qmail-scanner to *use* SA within qmai.

Go ahead and install SpamAssassin.  Then, start spamd.

Then, go ahead and install qmail-scanner, which will see SA already 
installed, and implement it within its setup.

Voila!
