A lot of small companies use 'Sales Contractors' to solve this
problem.

The way it works is that you assume that the Sales staff are
working on a revolving door principle.

 - Use Local Newspapers to find 'Sales People'. Sure they are
the dregs.

 - Require that each Salesperson provide an ABN then set them
up as a contractor.

 - Pay the Contract Salesperson for each lead/sale according
to the formula that you establish.

 - If the Sales Person doesn't meet expectations then move
onto the next Sales Person Contractor. Keep an ongoing
advertisement in the Local Newspaper until you have what
you need.

 - Keep the advertisement on file so that you can rerun it after
the current salespeople have revolved out.
