requires another package, iftex which is a very small package for XeTeX,

It is not the fault of subfig package or bidi package. It is XeTeX that has
issues with \special in RTL. I have applied a patch in bidi (different from
what I send to you) that fixes the issue.

One more thing. The \ltr command is a bidi internal macro and should not be
used by ordinary users. It is a tool for implementing bidi's footnote
mechanism. So you only should use those commands documented in the
documentation.

title of chapter, when used in RTL mode is wrong. I will add support for

Sorry for my very late response (I have been in the hospital and was not able
to answer). I guess this is already fixed. Please check with the latest version
of bidi package. The issue was actually because of a xetex bug in which
directionality gets lost in nested \hbox and \vbox.
Just copy whatever is in ~bidi/tex into ~texmf-dist/tex/latex/bidi but also
make sure to erase bidi folder at ~texmf-dist/tex/xelatex if it already existed.

I guess, this is a font problem rather than being a bug.
See my attached example. Of course, my approach would be tedious and
annoying if you are typesetting a textbook full of these. The best thing is
to try a font which does not have this kind of issue.

This was a problem with old versions of bidi and it is fixed now. From the
properties of your PDF document, I can see that you are using version 1.0.3
of bidi package which is 10 versions old. The current version of bidi is
1.1.4.

Interestingly, the bug of mirroring Persian quote happens with Persian Isiri
2901 keyboard layout in macos x 10.6.4. With "L", you get left Persian quote
