Sorry for my very late response (I have been in the hospital and was not able to answer). I guess this is already fixed. Please check with the latest version of bidi package. The issue was actually because of a xetex bug in which directionality gets lost in nested \hbox and \vbox.

Interestingly, the bug of mirroring Persian quote happens with Persian Isiri 2901 keyboard layout in macos x 10.6.4. With "L", you get left Persian quote and with "K", you get right Persian quote which is exactly the opposite of what it should be. -- Best w
