The problem is that if you typeset a two column RTL document by using "twocolumn" option, in your TOC, first you get sections in the left column and then sections in the right columns. This is a bit strange to me, because we are already typesetting columns RTL, so toc should first read what is in the right column. A minimal example is attached.
