That won't be too different from /usr/local/sbin and /usr/local/bin
being in the PATH but empty I think. I am not aware of any problem or
annoyance caused by nonexisting directories being in the PATH.

sometimes plymouth does start in time, and the graphical background is

I did try to add "plymouth:debug" to the kernel cmdline but no plymouth-
debug.log was generated. I did check /proc/cmdline and the parameter is
there. `journalctl -b` shows these plymouth related errors:

Thanks Dave, let us know what you find out. As netplan.io 0.99-0ubuntu2
introduced some fixes on WiFi handling, it may be worth redoing some
testing with this version and see if it behaves differently.
