Yesterday my dial up account with BSNL was having same problem. The
problems was solved automatically
everything looks correct to me...
There password server was having problem as reported by their staff...

I know two offices in Kolhapur who use Business 5000 plan. They both
are taking advantage of fixed IP optionally provided by BSNL. Both
have Linux gateways. One has Linux mail server hosted for their
domain.
