Unfortunately, you can't change the ID as they are permanent. But you can
apply for a new one and transfer ownership of any modules from the old to
the new.

so the tarball would be "Bio-DB-HTS".
If you use your build tools to create the tarball following standard
practices, this will generally happen automatically. (e.g.
ExtUtils::MakeMaker and "make dist").
