This seems related to https://github.com/andk/pause/issues/175 but I think it's a separate bug in PAUSE. The intention was for module authors to be able to change the indexed case of case-insensitive namespaces they control.
Could you please open a ticket on that github.com issue queue with information you shared in your email? Meanwhile, I suspect you might be able to drop all permissions on just the badly cased package name and then have PAUSE re-index the distribution.
