Not that I'm aware of.  "About PAUSE" says nothing about it.

I believe that implicit in an upload is intent to distribute, so I think
it's legal for us to mirror.  License is about use, not just copying and we
don't require an open source license.

Nor do I think we ought to get into the business of deciding what is/isn't
a valid license.
