Thing is, I am trying to prepare files for the numbering script and what I need
to do, for example, is to move a file from close to the bottom of the list of
files to the third position or so. I doubt that cutting and pasting will work
for that kind of task will it?

are conscious about that issue but they don't know how and when to solve it.
They clearly said it isn't possible to drag and drop with VoiceOver in Mountain
Lions Mail at the moment.

It's in the VO online help, under drag and drop. It was simply added there, it
looks like. Mark what you want to drag with VO-comma, go to the place you want
to put it, and place it with VO-period. You can place it before an item with
VO-less-than-sign, or after with VO-greater-than.
