Hello Dean, The Drag&Drop feature using VO-, and VO-. are only available in Lion.
There is a way of doing Drag&Drop in Leopard, but it doesn't work from one window to another. The command is VO-Cmd-Shift-Space bar. This command picks up the mouse the first time you use it, and drops it the second time. You also have to remember to turn cursor tracking off for this to work.
