I have a drag-and-drop issue also.
I have an app on my iPhone that allows me to download ringtones. In  It's help 
file, it tells how to transfer files from my iPhone into iTunes 11. Using 
voiceovers drag-and-drop functions, I follow the steps verbatim. My Mac sees 
the files on my iPhone as it is connected to my Mac under shared files and 
folders. One of the steps within the documentation is to copy the files from 
iTunes into a folder and/or place on my desktop separate from iTunes. When I 
attempt to drag the file from iTunes to my desktop, it lands me in system 
preferences. Also, within the help documentation it specifically mentions a PC. 
I got the app from the app store. Can someone please tell me what I am doing or 
not doing? I have attempted interacting, and not interacting, to no avail 
either way. The reason behind moving the files, according to the help 
documentation is to go back to the ringtones section on my iPhone allowing  me 
to copy the files as a block into my ring tones on my iPhone.
