Yes, you can prevent the popup by going into the Setting for the Dropbox app,
which can be access through the Dropbox item in the Status Menu.

It means the dropbox is constantly sinking that folder. If you add something to
it, it will be synced. If you delete something from it, the folder will be
updated to reflect that something has been deleted.
I believe my Mac does the same thing, and has done so
in my home folder when I have focus on dropbox it says “syncing”. this is after
probably around 12 hours of being launched. when I go into status menus it says
dropbox is up to date but I can’t get a dropbox link for a file when I try to
copy one. trouble shooting ideas please.

Dropbox if that’s what you mean. Choose one or the other for particular files.
Personally I only use iCloud Drive for things like Pages documents, Numbers
spreadsheets, etc. Everything else goes in Dropbox. I find it far easier to
navigate.

OK, I re-synced several folders from dropbox.com back down onto my max hard
drive. I am able to access the contents of these files if I use the dropbox iOS
app, but if I use the max file browser and try to open them, I can’t get them
to open. I have tried opening them with a different apps, etc
You can put any files or folders in the drive and they will sink. You are not
limited to the pre-defined ones.

I have the same problem. I'm on an older Mac and not on an M1. I also cannot VO
space or VO Shift M on the DropBox menu extra. I have to rout the mouse pointer
to the VO Cursor and VO Shift Space to perform a mouse click to get into
DropBox options. It's tricky after that but I can
