It is my understanding that output of ~ and ^ is not being handled
correctly.
LyX outputs ~ as \~, and ^ as \^. However, it is my understanding that
\^ is really \^{}, to be used to put above a latter in \^{a}. Same with
~.
I believe the proper output of ~ is \textasciitilde, and ^ is
\textasc

there's a couple of little customisations I'd like to make and I'm not

You could simply stack the '1' on top of the '=' with the TeX
\stackrel command, like this:

gcc 295 (aka egcs) as 2.7.2.1 dies on iostream errors and
I needed the gettext else linking dies at the end.
