We did a similar move while ago for Apache Karaf (from Apache
ServiceMix, then Felix, then TLP :)).
AFAIR, you propose a resolution to the board with approval from PMC,
proposing a new PMC/committer set.

It's a very interesting project and proposal.
As Seata is already an Open Source project for a while, why going to
an ASF project now ?
The idea is to grow the community and/or to have an open governance ?
