I've talked to DIVA today and have made some sort of a "preliminary"
cost and plan for the Hotels.
First i need to say that they want to put as many people as possible
in the cheaper hotels (Palas and Vidovic) in order to reduce the costs
of the conference.

Is there a reason for the deadline to be sooner rather than latter?
If not, than maybe end of June, but we would have to know for sure how
long does it take to print the shirts/bags.

We have the means, and there's no extra work needed to be done. Why
would it be a bad idea?
We can be more rigorous, as Adnan said, when deciding on who gets
sponsored and who doesn't in order not to have too many
