I think it just came out in v2 along with the relay agent. I have
not seen it fail though, and it has forgiving attributes like
setting "static" leases to default to if it cannot find a dhcp
server and initiating scripts based on the dhcp communication
(request or response). We moved to it when we found other
dhcp clients fail on different dhcp servers.
