My procedure. First without the cable adjusted I dial in hi-low adjustment. 
That way I know it will go into every gear. Just use your hand to move the 
derailleur to the largest cog and of course the spring will bring it down 
to the smallest. Once that is in order I make sure the cables and housing 
are all seated correctly and then pull the cable taught with my hand. Gone 
are the days when you needed a Third Hand Tool. In friction you are good to 
go. If you use index, you may have to fine tune it with a barrel adjuster. 
Sometimes I leave the barrel adjuster with a few turns out so that if I 
need to loosen the cable I can just back the adjuster back instead of 
redoing the cable.
