I give a +1 to this. I added racks to 2 older Motobecane and Peugeot frames 
that did not have barrel braze-ons. I used the Tubus adaptor clamps. It's a 
robust solution and, in my view, may work better many original braze-ons 
since you can place them precisely where they are most effective for the 
rack you are installing. 

An aside, if you haven't tried a Tubus rack... do so. Like many here, I had 
visions of front load carry... but discovered Tubus racks and Ortleib quick 
release panniers are extremely satisfying alternatives. If your bike is 
designed for rear loads, rejoice!!! Do not compromise the design. 
Complement it. You will not regret.
