The man page is very clear.  If this value is empty, the obsolete
parameters mentioned are used (see their defaults); if not empty, the
obsolete parameters are overridden.

As a native English speaker, "values are rounded off to an integral
number of seconds" is perfectly clear to me.  I would prefer "rounded"
over "rounded off", but it is clear as is.
