Neither of us is qualified to make authoritative statements about
the (US) English language. Rounding off numbers is mentioned in the
following:

https://www.dictionary.com/browse/round-off
https://www.collinsdictionary.com/us/dictionary/english/round-off#:~:text=a.,Copyright%20%C2%A9%20HarperCollins%20Publishers
https://byjus.com/physics/error-significant-figures-rounding-off/
https://en.wiktionary.org/wiki/round_off

I cleaned up the superscript stuff.

The "man 5 postconf" text now goes like:

o Delays >= 100s are rounded off to an integral number of seconds.
                         -$delay_logging_resolution_limit
o Delays < 10 are rounded off to
              "0".

o Other delays are rounded off to two significant digits, or fewer
if the result would exceed the delay_resolution_limit.

The HTML version looks better.
