Usually they can, just not in the proper BT standard of V23 with
polarity start. If it's a DECT handset, try unplugging the telephone
line and the mains adapter from the base and leaving it for half an hour
or so.
If you plug it back in, it will not remember what caller ID standard is
in use, and it may pick up on other signals (like Bellcore, which is
what some of the older Telewest kit uses).

Obviously once you outsource the helpdesk to people that don't know any
better, your official policy becomes "can't be done" instead of "well,
it might, but...".
