Unfortunately it seems most of your neighbours went with VM. But of
the BT line based tests around the area they do seem quite slow.

Standard advice applies, remove everything from the line (even
filters), plug router into master socket (if it's a new style then try
the 'test socket' behind the lower half of the faceplate, too). Check
for excessive errors in your router diagnostics. I assume you are
using an ADSL2+ capable modem/router?

You're actually pretty damn close to the exchange
(http://www.samknows.com/broadband/exchange/EMPETER) but who knows
where BT's wire to you travels. Judging by your 'estimated' speeds it
would, however, suggest you should be getting better speeds.

If all the above fails to help, talk to Be.
