it's helpful to differentiate the speed of your link to the exchange, 
which you can get from your router status pages, from the throughput.

The line etc will largely influence the link speed, but the actual 
throughput can be much less if the ISP is congested either locally or 
nationally.

 From your description of the wiring it doesn't sound good, if you have 
the NTE5 type master socket with the lower half faceplate removable then 
plug into the test socket and compare link speeds. Also check that no 
phone extensions work while the faceplate is off, just in case there's 
some bodged wiring.
