I'd say that both of those points would still apply with the proposed change.

This justification also sounds quite dubious to me. If using mutt's edit-subject interface, ^w^w would be all that's necessary to remove those two words. If using a text editor to edit the headers it also shouldn't take much more effort to remove them.
Otherwise "Re:" should be enough to signify that this is a reply to an email with an empty subject line.
However, this I agree with.I think it also better matches the behavior of other MUAs. And because of that if there are replies to such a message via both mutt and other MUAs, I think the consistency would be an improvement. Although I believe Gnus will use "Re: none".
It might be tempting to extract this part into a configuration variable, but I doubt anyone would really welcome the opportunity to invent some generic "Re: ..." subject. This variable will probably be used only to localize the setting.
Since my main interest in changing the behavior here would be to get more consistency, I'd definitely be against making it either configurable or translatable. I think clearly not requiring translation is another point in favor of the current proposal.
So, although I largely disagree with most of the justifications for the change, I'd say I'm mildly in favor of doing it.
