Is this a new setup which has not previously been functioning properly 
on prior versions of RouterOS?

What OSPF network type are you using?  Is it the same on both sides?  In 
the past RouterOS's OSPF would "work" with PtP on one side and broadcast 
on the other side, until it didn't.

Is there an ethernet cable in between or is it a wireless link?

Is there any chance the ethernet link is bouncing on one end or the other?

Is the RouterBoard firmware updated on both ends?

Did you confirm that both units are using the same NTP server?  As long 
as there are no log messages saying that the time has changed, you're 
probably fine.

Double check that you haven't accidentally re-used a loopback IP from 
elsewhere on the network.  That would probably leave tracks in the logs 
that you would have seen, so it's unlikely.
