T-Online obviously treats everyone as a service provider ("Diensteanbieter").
And "Diensteanbieter" must comply with EU-Richtlinie 2000/31/EG Artikel 5
where it's said:
Some time ago they even allowed only whitelisting for "proven commercial providers", fortunately they allow private servers again when they have an imprint.
