That's not really new - and existing mailservers seems to have 
an automatic good scoring/trust from mailings in the past. 
That's why very few people, even postmasters, notice this policy.

T-online refers to standards and legal regulations, enforcing their
policy. In special "RFC 1912, FCrDNS, EU-Richtlinie 2000/31/EG Artikel 5."

Not much fun for those who have to bring up new mail servers, but the
manual(!) whitelisting will certainly keep a lot of spam off their
servers.

(Just got a new customer's mailserver whitelisted today).
