This is the conundrum of outsourcing mail hosting to a low-cost provider like MS. Organizations make that choice because they don't want to pay for their own email expert(s) or for active detailed attention to their needs from a boutique provider, and they end up with a system that basically works out of the box but for which they still need to make the most nuanced decisions, without staff that understands their choices or even any understanding that the choices are in any way nuanced.
