Hi, Nick while I agree with you entirely, I think the point they were trying to get across is this. When one turns on any kind of mac desktop or laptop, if no interaction takes place for a specific time VO kicks in. I think that this might be the kind of thing they wanted to happen with the iPad.
Of course I could be entirely wrong, and to be honest this doesn't make any sense, but my feeling is that this is the point the article was trying to make. That'd make it too confusing for a sighted user using the iPad if VoiceOver was on by default. And, by all rights, it shouldn't be on by default, as it is a product not geared "specifically" towards blind people. That's the only thing I found kind of odd, but otherwise, pretty nice.
