Hi,

A couple of ways to do this, assuming your all backed up and doing a clean 
install.

Method 1:

1.  Shutdown your Mac.
2.  Start your Mac in recovery Mode (cmd-r)
3.  Choose Language if it appears.
4.  In the MacOS Utilities, select Disk Utility.
5.  Select Macintosh HD from the table.
6.  Press the Erase button in the Toolbar.
7.  Confirm and erase.
8.  After it has completed, press Done and cmd-q to Quit Disk Utility
9.  Select Re-Install MacOS from the table and press Continue.
10.  Follow the prompts making sure to choose Macintosh HD as the drive.

Your computer will do its thing and restart.  Enter temporary credentials for a 
username and password.  Play with it for a while and see if the fan acts as 
before or if it's fine.

or, Method 2:

You can download a full version of a MacOS installer using the following 
Terminal command:

softwareupdate --fetch-full-installer --full-installer-version 10.15.1

Using this full installer, you would need to make a bootable USB drive and do 
the clean install from it.

I like Method #1 myself, but if you're comfortable with creating bootable USB 
sticks, and would prefer that, go right ahead.
