Just because it is the usual "verfassungsändernde Mehrheit".

I don't insist on the ratio. The important part is, that in case of a
patt between two developers any important change needs the explicit consent of
at least one additional active proponent.

My inspiration were the "Recommendations for 'newcomers'" [1], which IMO make
sense also for "seasoned developers" (you may bump all rules by a level).
