Makes sense. I suppose the 2/3 instead of 1/2 is to protect against the
possibility that several developers simply don't read/follow a certain
thread? How about 1.01/2 then (i.e. if more than half of the vote
participants are in favor)? This only differs from 2/3 if the vote total
is at least 5 (because a 3/5 vote would pass but 3/5 < 2/3). Or do you
propose 2/3 for a different reason?

If we do want to make this a rule (i.e. add to Development.lyx), we
should also specify the amount of time to wait (e.g. one week from when
the time the proposal is made on this list) for which the votes should
be counted.
