In the course of developing the installer, please also remember that
some of us are installing software while offline (including a fully
fledged MikTeX, but fortunately it offers an option to install packages
from a directory) and on many machines simultaneously... the version
with all the dictionaries included is really needed there (or another
offline method of (re)installing dictionaries).
My plan is to do the same as for Aspell in my installer: You can at any time download and install
all dictionaries. The English dictionary will be included, the one of the Windows system language
downloaded and installed by the installer.
Now that I think of it, maybe it's worth a mentioning: AltInstaller
always changed the MikTeX packages location from a directory to some ftp
address, but there was a chance to revert this (before confirming the
"first run" message AFAIR). Also it insisted on downloading dictionaries
from the Web, but for ASpell these were easily installable separately.
So - maybe full offline installation wasn't all that convenient, but
it was at least possible - please don't cut off this way.
We won't cut that of. But note, to have a fully functional LaTeX installation, you at least once
need to open an Internet connection and reconfigure LyX to get the LaTeX-packages LyX needs. There
is no other way.
