Pretty soon I think I'll ask on the users' list how easily detected the
flags are... Or ask for a design. I find this kind of UI design
difficult.

No, rather the flqg with a box around it (I am sure css can do that for you).
I was thinking of using separate icons, CSS isn't my strong suite.
However, I don't see what the box would indicate. Here's how I imagined
the combinations:
Type of icon: Translation: Flag links to:
* Regular flag Available Translated page
* Crossed over Not available Japanese main page
How should I interpret your scheme, and what does the box mean?
