My recommendations are not for presence providers with a lot of
customers, and of course you shouldn't pay in advance, even for
big ISPs. Anyway, I already was a customer of StarNet, so what?
And they got bankrupt, so what? I moved immediately to Aquanet,
and except for re-congfiguring all my computers and send a silly
fax to Bezeq, nothing should be done.

BTW: I think that ISPs pay about $1 per IP for LIFE, not for a

Most of the frame-relay users don't use even 1%.
In addition, most of the ISPs which limit their frame-relay
customers, don't check it. Some of them even don't know how to

Please, no gifts! Internet-Zahav claims to give you $4700 of gifts,
but with some ISPs you would never reach these costs...
Try to call them, and ask them if you give up ALL their useless
gifts, whether they will refund you $4700? Or at least $3000? Or
even only $2000? No? The it's a bluff!
This is a smart way to confuse you, don't be persuaded...
In addition, why do you need "20 free e-mail boxes" when almost
everybody here knows how to install mail server? Most of the gifts
are not needed at all.
Regarding to "free" installation: I never paid even a buck for my
ISP. Of course, he didn't have to visit me. Why should he? After all,
Bezeq technicians (yes, they come TWICE) do the wiring, and you don't
need special expertize to connect the router to the hub, to the 2603,
and to the power. And even setting its IP and password, and copy some
access lists from the net, don't require doctorate.
