This is the normal workflow. You created the extension, you will wait for an administrator to publish it (and this normally takes a few hours) and then you will be able to upload releases (i.e., OXT files) for that extension. When you have managed to publish a release please send us the link to the release page (not the extension page) and we'll include it in the Lithuanian version.
Of course, updates will be much simpler: you create a new release, upload it and send the link here, with no other steps.
